Uefa postponed a ruling on allowing domestic league matches to be held overseas and promised a full stakeholder consultation.
The move affects plans for Villarreal vs. Barcelona in the US and Milan vs. Como in Australia this season.
The executive committee emphasized the need to consider all perspectives, including fans, before reaching a final decision.
Supporters’ groups have strongly opposed the proposals, citing threats to sporting integrity and club traditions.
Football Supporters Europe welcomed Uefa’s consultation, praising the recognition of fan opposition across the continent.
The governing body stated no decision was taken Thursday, leaving the possibility of overseas fixtures open.
Uefa’s next executive committee meeting is set for 3 December in Nyon, Switzerland.
